Budget is important, but not determinant part when we are talking about wedding planning.
If I was planning a wedding for my best friend or sister the concept would be cozy+beautiful+romantic.
Of course, I would take into account her preferences as much as possible.
The script I would offer my best friend first of all - the wedding at the seashore.
Up to 20-30 guests, light snacks and classy drinks. Decorations in pastel colors and just a few cat-eye details, for example - sunflowers instead of roses or lilacs or orchids. As about timing of exchanging wedding wows - romantic sunset.
Should pay special attention to a wedding dress - would recommend A-silhouette type of dress, comfortable one, which will highlight the bride's figure.
It should be comfortable for sure to spend all day wearing it. Also comfortable shoes, even a few couples of shoes taking into account the sandy area of wedding and how uncomfortable it can be if sand gets into shoes.
A really nice photographer/videographer is a must-have for the wedding. Need to invite one with which couple feel comfortable. I would recommend to have a pre-wedding shoot with a few different photographers first to choose one. In most cases, couples see a person who will be taking their pictures just a second time in their life, not all people comfortable with this even if references about photographers really good. Practice did show that best to invite a familiar photographer than a stranger.
If a bride has long beautiful hear I will recommend as simple styling as possible, this will match the style and spirit of the place.
The most difficult part is to choose a really nice location on the seashore and to book it - usually, such places booked 6 months or year before.
Then to take care of the decorations.
Also would mix music with live performance inviting some really good singer.
